If yours is a NO APAP, NO WAY sort of hospital, you might waste a lot of energy fighting with them - as well as souring your relatiuonship with them. Besides that, an APAP is not necessarily the answer to your problem - and they bring a bunch of their own problems with them.
As you are still tired and an oximeter shows you are still having events, sounds to me like the simplest solution is a pressure adjustment - probably an increase. This is very easy to do yourself or insist the clinic does it for you. Mind, if they are like mine, they won't know how! With a little Googling, you'll soon find out how to do it - then make small adjustments every few days - I use 0.5 cm every four days to allow my body to adjust.
